ZANU PF Internal Power Struggle Intensifies

A power struggle within ZANU PF has come to the forefront, with Secretary for Legal Affairs Patrick Chinamasa issuing a directive nullifying earlier communications regarding internal co-option procedures. The new circular, dated June 30, 2025, replaces previous directives and outlines revised procedures for filling vacancies in party structures.

The controversy began when Secretary-General Obert Mpofu issued Circular 0635, outlining qualifications for Central Committee appointments. The circular specified that only ZANU PF members who have held office at the provincial level or higher for at least five consecutive years are eligible for co-option. This move sparked speculation, with some observers suggesting it aimed to block business magnate Kudakwashe Tagwirei’s potential co-option into the Central Committee.

Chinamasa’s circular clarifies procedures for filling vacancies in District Coordinating Committees (DCCs). Key points include: Vacancies must be addressed within three months, appointments should be made through consensus or majority vote.

Replacements must be drawn from the same administrative district, if one-third or more positions are vacant, the entire organ is dissolved.

The directive has sparked criticism, with a senior party official describing it as unconstitutional and procedurally flawed. The official argued that Chinamasa lacks the authority to override the Secretary-General’s directive. The move is widely seen as an attempt to pave the way for Tagwirei’s co-option into the Central Committee.

The ZANU PF Central Committee is the party’s highest decision-making organ between congresses. Comprising 342 members, it plays a crucial role in shaping party policy and direction. The co-option process has significant implications for the party’s internal dynamics and future direction.
