Kuka’s Youth Quota Motion Wins Parliamentary Approval

Parliament has adopted a youth quota motion pushed by Mkoba South MP John Kuka which implored government to scale up modalities for representation of young people in key state institutions.

In his written submissions, MP Kuka said the Justice ministry must accordingly enact legislation that would give legal binding to the motion.
Part of the youthful legislator’s submission reads: “Appreciating the legal framework for youth representation in the National Assembly. Recognizing the demographic dividend of young people, who constitute about 67.7% of the total population in the country.

“Acknowledging that young people play a critical role in the development of our nation leveraging on their innovative ideas and deep understanding of issues affecting their generation. Concerned by the limited youth representation in decision making bodies at every level of government including private and public enterprises.

“Now, therefore, recommends that the Ministry of Justice, Legal and Parliamentary Affairs,

a) creates a provision for the enactment of 30% youth quota in Provincial Councils and Local Authorities.

b) enacts a provision that compels the appointment of at least one youth in every Public Service Board.

c) enhances the existing women’s quota framework in local authorities by mandating that at least one in every three nominees under the quota be a youth aged (21-35 years).”

In an interview, Hon Kuka appreciated that parliament had bowed down to his submission.

“I am pleased to share that the Youth Quota Motion I moved in Parliament was debated and adopted by Hon. Members. I want to thank everyone who contributed to this process, your support and input made this possible,” he said.

Hon Kuka said such a youth quota system is in the interest of Zimbabwe.

“This is a win for the youth of our country. As we always say, the youth are not just the leaders of tomorrow, they are the leaders of today. Let us continue to encourage young people to step forward, take up space, and be part of decision-making at every level,” he said.

Hon Kuka has been consistent on speaking to power regarding issues of national interest and utmost development.

Early this year, the Mkoba South legislator urged the government to take urgent action in rehabilitating the Gweru-Matobo road, citing its strategic importance for economic connectivity not only in the Midlands province but across the country.

The Gweru-Matobo road is a key transport route linking agricultural and mining areas to urban centres.
